Yes, that's right. I've used QRSII to evaluate improvements to the rail network and to analyze urban networks in medium-sized cities. We use TransCAD for studies of the national highway network.
QRSII is very simple, but I consider it effective. The network is captured by road section. TransCAD is more comprehensive because it has a geographic module that reads digitized networks. EMME is an intermediate but efficient system that allows modeling medium-sized cities. I'm not familiar with CUBE, but I know it models freight transportation networks (Fig. 2).
