I have a TiO2 (spindle or needle-shaped particles) dispersion in water which is a very good dispersion. But I need TiO2 dispersion in Toluene. I can achieve good dispersion in Toluene when particles are spherical or have random shape. But needle shaped particles are not producing a good dispersion. By the way, I am using Oleic acid as a capping agent. Can anyone guide me what is the problem with needle shaped particles.

My process is as follows: I remove water from water based dispersion by adding IPA and precipitating particles by centrifuge. Then, 1 more time with Acetone and re-precipitate. Then, toluene and Oleic acid for the final dispersion. 

Please advise me any other dispersion agent or methods to achieve a good quality Toluene based dispersion for Needle-shaped particles.
