Yes, in my view, the quality of a journal would not be a perception that only depends on a single quantitative measure like citations. Probably, citations would reflect the popularity of an article. In my view, quality of a publication go beyond this level. It could involve the significance of the problem, technical accuracy of the methods used, significance of findings, clear presentation, etc. In addition, again the quality of this publication may involve the improvements suggested by reviewers as well as editors. Finally, the appearance of the article (clear organizing that improves readabilty) could also support to improve the quality of a publication. This may depend on the editorial office. Once a publication completes these requirements it could appear as a quality publication, but there is the possibility of receiving less number of citations if its visibility is poor. Thus, one can argue that the number of citations does not reflect the quality of an article correctly.
To answer the other question - Journals or publishers have to charge either from authors or readers to maintain their service, and because they are doing a business. However, there could be exceptions, but not many. They are funded by academic institutions or other organizations. OA journals charge from authors while others charge from readers. One way or the other, one has to pay.

There are two option in many good citable journal with high SNIP. For the OA, they usually ask you for the publication fee, not for printed version.
It is not advisable to view all scientific domains and their journals in the same way.
The experience gained so far in general academic society suggests to us that different domains have issues that touch only on a few points.
