It depends on therapeutic model. Taking into attention multivariability of therapeutic situations and diversity of approaches I think it’s impossible to find universal measurement scale. The best way is holistic supervision.

A competency skill framework model could be used as a measure of therapeutic skills. IAPT (Improving Access to Psychological Therapy) implementation in UK is based on a competency framework to assess their trainees' therapeutic skills.
Traci L Belanger Ecuador has a 5 year professional degree seeking program. The first 4 years of the program is a normal bachelor's in psychology. On the 5th year students get clinical training under supervision from Ph.D professors. This program was created because in Ecuador there are not that many clinical psychology masters program (no doctoral programs in psychology at all, only few masters degrees and many are just starting) and because there's an obvious need of mental health problems. So the supervises are these 5th year students.
Thank you Nicolas, I had no idea! I've never really been introduced to the programs in other countries, so I appreciate the information. In New England where I am it doesn't matter as much what your undergrad is in (mine was in journalism), but you then need a 2-3 masters' program, and at least in the state of New Hampshire, you have to have 100 hours of supervision and 3000 hours of direct care so you can sit for your licensure. After you achieve your licensure you need 40 hours of continuing education every two years. I should have said and that's for Licensed Clinical Mental Health Clinicians. In the US, every state has different standards - which is a national issue for us...
As far as I know there is not any validated scale for evaluating the therapeutic skills of therapists. As I psychologist, I even think that it would be impossible such a validated scable. There are more than 200 schools of psychoterapy and each of which uses its ways or practices to deal with the patient's/client's problems. In my country, for one to be a psychotherapist one has to have a master's degree in clinical psychology (5 years in general psychology plus 2 years in clinical psychology plus 2 years of supervised practice by a Ph.D clinical professor
If for CBT there is the Cognitive Therapy Checklist Scale (also the CTS Revised for people with psychosis) which has many cross over uses with standard skills, but it is all dependent on what you are looking to assess (skill use, skill competency, etc....).
