I think that one has to distinguish first and second language acquisition in order to answer this question.
I doubt that there are any major differences between languages in first language acquisition though there might be some research that suggest minor differences.
In second language acquisition there are without doubt important differences due to the learners mother tongue, although I am not aware of any taxonomy of difficulty levels.
