The parametric test can be applied to at least how many people?

We know that if there is a normal distribution, parametric tests can be applied. However, in an experimental study (control group and experimental group), even though the data are normally distributed, parametric tests can be applied if at least how many individuals are involved in the examination. Mathematically speaking, the lower bound for permutation is 2 per group, because else you will have nothing to permute. Personally, I would choose a minimum sample size of 12-14 per group, but that's just based on my intuition.
