At this time, I'm preparing to design a programming system to deal with this challenge "the system base on the simple idea "all people have 24 hours in the day" but how you can Exploitation these hours in an optimal way without looking every some mints to the Notebook, I need to discuss this idea. Add to that, I make some of equations and outline to solve this challenge. If anyone can suggest of me the best tool from your opinion to perform this goal. (i.e., the proposal system have many levels of equations and many stages but it is not expert system rather than it is near from dynamic system base on the real enviroment of researchers)
Can you be more clear on what you want to do? Is it a programming tool that would be used as a "manager" by a development team (team schedules)? If not, what is your goal?
If I read and understood your dilemma correctly, you are trying to solve the problem with optimal global team time management. A tool that would propose better way of organizing meetings and sessions between all members or some of the members in the team. Something that would understand the Global time-zones, working hours, holidays and maybe giving more critical meetings priority.
If this is the case then:
- I would try to first understand the different individual researcher types in the light of their normal working hours (to understand the daily rotation) and how they divide their time (to understand the length of the sessions/day) when doing research.
- Then understand the dynamics of the local teams and different members, who are in different roles (to understand how many different daily rotations and tasks there are)
- Then the teams in one location would be known and the rotation of different peer groups could be understood.
- Then you would need some central location that would collect all this data and then control the flow of bookings between different countries and teams.
- Maybe a bit far fetched, but think of the Researchers like computational devices with different CPU frequencies and capacities working on a connected network of devices. - Biggest challenge would be to control the quality of the inputs of times and availabilities of the researchers

The main stages of the system
I'll start systems to develop a set of questions and ask a group of people that at least 500 people to answer them in order to set a first, what number of hours utilized and what are the number of hours wasted and possible through the answers put you that the person exploited his time optimally or well or are bad.
The second phase teach people to exploit their time optimally develop new questions answer it by the person who exploits his time well in addition to new questions answer it by the person who exploits his time badly
The third stage: Depending on 500 sample attemplt to building mathmatical models combines among the variables that I obtained from the above answers
The final stage: any sample new comes not intervene to answer questions so as to identify their ups benefit from the time butthere variables apply to on mathematical model
