What is the reason for the noise over the WL range of ~ 360-370 nm in a UV-Visible Spectrometer?

The same issue persists even when:

1- I've measured the blank (as a sample).

2- I've re-set to change from UV to Visible at 340 nm instead of 360 nm

If you are using a deuterium-halogen spectrophotometer, this is the region between 250-700nm with the weakest emission intensity. An arc-xenon light source is much more stable and presents a good solution for your problem.
