Mostly, broadband dielectric spectroscopy is the instrument which is used to measure the dielectric properties of materials.
Make a small/tiny parallel plate capacitor with your InSe bulk material. apply electrodes on parallel faces. Use a capacitance bridge, measure the capacitance say 10 or 100 KHz, and with the known dimensions (area and thickness of your sample, calculate the dielectric constant of your sample from the measured capacitance value. In case the dielectric constant of InSe is considered to be low, then do increase the area of your sample to measure the capacitance conveniently.
