In Jonscher power law, can we distinguish whether the conduction is due to electron or due to a polaron, if we do not have temperature dependence data and just room dependence? I read your query carefully. I would suggest to read some good articles on conduction in dielectric (I would emphasize on solid dielectric) rather disordered solids.
Because in any case either its electronic(electrons or hole) or polaronic conduction electron/hole is always involved, which is different from ionic conduction where ion migration is important. So, when you say electronic, I understand it as free electron conduction and polaronic mean bound electron motion. So mobility is major factor to differentiate it, frequency dependence is other factor but not linked primarly to determine or differenciate the electronic and polaronic conduction. Temperature dependent dc conductivity can help more here. You can use optical spectroscopy, to estimate alteration in band structure or fomation.
Coming to second part of your query Jonsher Universal Law, which is similar to OHM law (to define resistivity) but not as Universal as people thinks. So just using emirical factors may not surve your purpose.
For polaronic conduction, primarly Mott's work will help you more, then you can learn from Elliots 1987 works. But don't forget the Materials (nature, structure, disorderness etc.) in the interest. After that you start your journey there are many books on Polarons which can help you after reading papers of Mott group(including Elfros others work)and Elliots groups.
