This is a reasonable question.
Most journals published by Elsevier and Springer do not have processing charges. For example, the Elsevier Research in Economics is an example of a hybrid journal:

If you article is accepted by this journal, you have the option of publishing your article without open access (no fee) or with open access (there is a fee).
And the Elsevier J of Applied Economics does not have a procesisng fee:
https://www.journals.elsevier.com/journal-of-applied-economics/
The Springer journal Experimental Economics has no procesisng fee:
http://link.springer.com/journal/10683
