As far as I know , # of reviewers vary from 1 to 3 , so blind review process is not a possibility . It is valuable that the reviewer provides a feedback from the eye of a 3rd party , avoiding that is not good (I am guessing). IF is a measure of quality and that depends on the quality including benchmarks of the publication too.
