Typically, a region consists of a number of heterogeneous clusters, i.e. inter-organizational networks of cooperating, competing and collaborating actors (see: ‘uneasy triangle’). These actors can be grouped under institutional ‘helices’ (e.g. see: the ‘triple helix’ model, the ‘quadruple helix’ model, etc.). Studying the ‘innovative pillar’ of the region as a system will inevitably lead you to the concept of Regional Innovation System (RIS). The file attached can give an idea about the antecedents and barriers to the formation of RIS.
