If you have only Mean and SEM of two groups, You can check the % difference difference between the groups by taking Mean values. Further, in your case you have SEM of two groups, here SEM is variability across the mean within the individual groups, you can not calculate the variability between the groups using individual group SEM/SD.
As Dr.Mortlock mentioned. You can calculate CV for individual groups and compare the CVs of muLtiple groups by ANOVA. Here, The variation/variance spread across the groups you can compare and conclude whether it is statistically significant or not.
