I don't understand your approach to Open Access. Why establishing a business without a business model (who are your paying customers)? - Or do you have the idea of making money with publication fees?

Regularly universities have expertise in OA within their libraries. Why not ask them? - http://www.nottingham.ac.uk/library/research/open-access/index.aspx

What you also need is a very large network of well-known scholars in your field of choice, in order to work on the journal's subject specification, editorial decisions, the design of special issues, and the review system. This is very far from a simple task!

Thank you for your concerns. arXive is not a peer reviewed approach of publishing and therefore it has no value for the authors. I am aiming for high-quality peer-reviewed publishing service than can be trusted by authors and readers. Publication that can be cited and indexed in the most reputed indexing agencies. I am not aiming to copy any existing publishing company, I believe I have something to add especially for the unseen or less seen scientist in the developing countries.

The Link you provided shows how the University of Nottingham (like most of the UK Universities) encourage researchers and support them to open access there publications. OA has very good reputation and is the preferred method of publishing in the UK. 

I am not planning to make a huge money from this project or even to have it as a full-time job for me. And Yes, I am planning to cover the cost of publication from the small fee charge for publishing.

Hi Michael, I am not expecting it to be easy. I am prepared for the challenge. I only need more information on the logistic and legal requirements for such project. 

O.K.! Now I'm understanding. OA publishing doesn't mean that it is less expensive to publish things. The idea behind OA is free access to scientific information (we all know that, sorry!) not to publish cheaper. If you try to establish an OA publishing house you'll need large amount of money especially for builiding up reputation in the beginning (organising peers and editors, organising CorporateIdentity (Branding and also trasdition is necessary for building up scientific reputation), designing layouts for different types of journals, series, monographs, editorial tasks, secure web storage, long term preservation, ...). OA publication fees for an article in established OA journals are ranging from a few houndred EUR/GBP towards nearly  2k EUR/GBP. And there is an existing IT infrastructure.

Your idea is honest but try to start smaller. There are several tools for organising OA workflows from getting a manuscript to publishing a journal or a monograph. Reliable tools for OA publishing workflows are Open Journal System (OJS) and Open Monograph Press (accessible via https://pkp.sfu.ca/ojs/)

For legal advise ask your university for support or task a tax accountant or a specialised lawyer of the country your company will be located. If you are planning to give publishing oportunities for scientists in developping countries why not start your business there and cooperate with their universities? - Wages for editors, IT-specialists etc. are cheaper and it's a chance for a few people there 

Maybe it is an idea for EU programme HORIZON 2020 (http://ec.europa.eu/programmes/horizon2020/) within the Research Infrastructure section (https://ec.europa.eu/programmes/horizon2020/en/h2020-section/research-infrastructures-including-e-infrastructures). Upps! i forgot... but maybe there are similar programmes in Great Britain.

Re: why not start in developing countries? It is more trustable to start in Developed country with their standards then collaborate with Universities in Developing countries.

Thank you, Faizul Nisha, for Martin Eves guide.It's a quite good introduction to start publishing a journal with OJS.

But,  Abdelrahman Saleh Zaky , be aware of the scale effects if you plan to establish a publishing company with different journals, monographs etc.  You'll need a lot of manpower to run such a business regularly. Start small with one journal, keep it alive and your frustration tolerance high..

Better to be institutionalised in all angle.

You must have the areas in which you are interested, how many specific areas of the particular research interest. Then you have to decide how it would be run and those who will occupy certain capacity as editor in chief and so on. The company have to be registered with the prevailing legal standards you mmay have in your country ISBN number and other top rating journals could build an affiliation for your business.
