The dissolution of polymer is a kinetic process. Many aspects can effect it. Just for one example, the dissolving of PVDF nano powder is much easier than PVDF big particles.
The answer is no since PVDF is known for its solvent resistance. One may detect some diffusion & swelling but , obviously, this is not dissolution. The attached reference shows that.
If you want to dissolve PVDF, I suggest that you try mixed solvent 50/50 acetone/DMF wishing you success.
You can roughly predict by calculating their solubility parameters. If the values are close, it may dissolve. Normally, PVDF can easily be dissolved in NMP with low-temperature heating such as 60 oC.
