That's a very interesting question. I have NO way of making a telling contribution. But I will say a few things as an ignorant outsider:
1. There were lots of different types of mass graves. Some dug by Balts on behalf of the Nazi Einsatgruppen (not spelt that way I'm sure!). Some locals volunteered, others were pressed. Differences in attitudes, I'd have thought.
2. Coventry ended with a mass burial. This was filmed officially. I don't know if it was shown as newsreel. Maybe.
3. Of course, mass graves were used in WW1. No doubt t.hat became known about and effected public attitudes.
