I was running analysis on SmartPLS, and since the first calculation, all the outer loadings were red (& some are minus). I gradually removed the minus ones then the ones under 0.40. It took me to 34 calculations until I got all my AVEs up to 0.50 (green colour). Yet, there was still one construct which the outer loading was around 0.40. At the same time, all the Cronbach's Alphas were still under 0.70 (red colour).

Is there any explanation why this could happen? And could I continue on analyzing with such construct reliability and validity?
