It is often the case that intelligent parents have intelligent children, Genetics and the sociocultural can be the responsible for this state of affairs. However, I know of many intelligent children whose parents are poor and belong to the working class. This makes me think that it is important to distinguish between the socio-cultural milieu and the psychological environment. It can be the case that, say, a enriched social-cultural milieu (e.g., to have parents who are doctors, lawyers, and the like ) does not correspond to an enriched psychological environment. I know of highly educated parents that are authoritorian or permissive figures, and poorly educated parents who are authoritative figures. There is a huge literature that shows that authoritorian parents hinder the psychological development of their children. The phenomenon of resilient children also shows us that children function psychologically well in apparently innapropriate and poor socio--cultural environments ,

Who can be considered as SMART?
The person can dress well, speak well, drive his/ her costly car well, looking handsome ...?
Or
The person perform his/ her works nicely, can devote very less time to prepare his/ her hairs, skin etc. as per latest style and don't wear latest advertised dresses?
If we consider the first meaning, then the answer may be YES.
But for second meaning, the answer will be NOT NECESSARILY.

The question is that what do you mean by smart? What is your indicator to assess being smart? Any indicator you may consider but keep in mind that one part is nature and the other is nurture.
based on my study in Malaysia, adolescents who had more educated father, reported higher positive youth development (PYD).

Smart parents do not fight in front of children, smart parents foster a purpose in life and lead to spiritual fulfilling. Smart parents are not responsible for their genes, gene defects are frequent.
I know a number of cases of smart parents (successful professionals, business owners, or tradespeople) whose kids turned into smart-asses, rebelling against the advantages and opportunities given them by their parents.
