Should we use suspension or pellet of bacterial to inoculate into soil?

I am reading some papers to get the method of how to inoculate Bacillus into soil. Some articles used suspension on the top, while some others used pellets at the bottom after centrifuging bacterial. Why is that? Which way is standard?
