Today, scientific meetings and conferences have been commercialized. Except few renowned conferences, mostly are becoming a business platform to publish. Today, one of the big player in publishing conference proceeding is Springer, having several series like AISC, CCIS. As a result, millions of proceedings are published in just a couple of years.
I ask the scientific community to give you input regarding publication as conference proceeding.
The standard of review might not be good. The editors often make some changes without the knowledge of the author which might not be acceptable to the latter. In many a cases they even do not show the proof.

If you are aiming at an academic promotion, it is better to publish in quality journals. But it depends on the discipline. In computer science, for instance, conferences are very important, in other disciplines conferences are not as important as journals. Generally, a conference paper receives less citations than a science journal paper.

However, I will not discourage you. Some of the conference proceedings might be of excellent quality. You will have to ascertain if the resulting publication would likely to be good or so so.
If you want to discuss with colleagues the research questions, method, first results... it's worth doing at the conference. If you have a full research - submit this manuscript to the journal.
"Publish or perish" dilemma!
Dear @Khalid Raza, excellent question that hasn't got unambiguous answer.
When I was a PhD candidate I was trying to write the best dissertation (I have more than 10 versions). Many of my colleagues had overtaken me in this period. Unfortunately, it turned out that there is no such perfect one. Further, I understood that is just the first step of my science life.
Anyway, I agree with @Serhii Nazarovets that if want to discuss some preliminary results or any approach, a conference is the best way. I even use the students as a litmus for my ideas.
I am also consistent with @Subir Bandyopadhyay and @Avishag Gordon that there are a lot serious conferences with double blinded peer-review process that should not be confused with conference tourism, which is widely spread among the world.
Additionally, there are a lot of journals that publish everything against a certain, sometimes significant, fee without any revisions. I can not imagine how an article can be received, reviewed and published for one week but I can show such journals. I call this "publishing business model".
Thus, everything depends on the experience and competence of researcher. If he/she is a good one, he/she is going to check the proceedings or journal carefully.
They might be not indexed in WoS and/or Scopus (that's also a business model) but could be very good and reach an essential audience.
Something more, the development of science networks like ResearchGate give us access to excellent papers and ideas that are not indexed in large databases.
In conclusion, do not hesitate and publish but carefully choosing where!
At EVA London, publishing our proceedings on paper with an ISBN number is a major "selling point" and very useful for delegates chasing up new or extra funding or jobs. We also publish the proceedings Online in colour and previous years are easily accessible. As an alternative, EVA Berlin puts the proceedings as data on a small memory stick to give away upon registration (also costed as part of the fees)
