So, when you ask how to identify scholar journals, those are publishing real research, check the Journal here for OA Journals. 

The Misleading metrics list includes companies that “calculate” and publish counterfeit impact factors (or some similar measure) to publishers, metrics the publishers then use in their websites and spam email to trick scholars into thinking their journals have legitimate impact factors. The Hijacked journals list includes journals for which someone has created a counterfeit website, stealing the journal’s identity and soliciting articles submissions using the author-pays model (gold open-access).

Yesterday, I got an email form International Journal of Scientific and Engineering Research. This journal claims for Thomson Reuters indexing. But it is evident the journal is not in the list of Thomson Reuters (I checked full list of Thomson Reuters).

How to identify weather journal is authentic or ordinary?

Can any one suggest how to identify authentic/ scholarly journals?

I have checked many publications and measuring indices of various bodies, finally found RG is best.  Many of the researchers worldwide are into RG for its open facilitation's in research. 

@Krishnan is correct.

For authentication check, I attached here a list under SCOPUS INDEX. It is one source, but a good index system.

Mehdi Dadkhah et all are active researchers in this field.

Hijacked journals are journals that use the same name and ISSN like authentic journals. Forger select journals that have a print version and create the fake website for them and cheat researchers. They ask money for publishing papers and sell author's papers

Thanks for sharing your views. As per my view, Scopus and Thomson are authentic institutions.

Can't we stop such dubious journals? Is there any norms/rules...

We can see large number of Ph.D. holder around us without publishing real research. Moreover, they are securing good positions in the field. There are large number of Universities, they do not check authenticity of publication and grant such degrees. In addition, many universities are granting such positions without gov. approval.

In each area of research, the journals can be classified roughly as follows:

1. publishing the development of a new method, verification or validation of this.

The rate for the researcher to publish - I would say one-two articles per year - journal with high reputation and high impact factor.

2. publishing the analysis of the developed method, careful verification and validation, showing interesting cases. Applied analysis.

The rate to publish is higher especially for researchers with a large group - method is known, case study requires man power.

3. Application of the known methods to various case. Journal is registered at various data bases, but publications are not free.

4. Application of the known methods to various case. Journal even is not registered at famous data bases /Scopus, Web of Sci/,

publications are obligatory for money.

Publications in the first two are reputable, but publication in 3-4 are often coupled with the local policy - publish as much as possible whatever it costs.

One can forget about the quality, of course.

Predatory journals announcement through email want to get your attention so they use "The journal has been indexed by ..." with few popular names to make it as valid and claim validity and buy your attention. Don't listen to them and delete such junk email. Reputed journals are index in Science Direct or Scopus and most of them have IF. GS index anything (peered and non peered reviewed) available in the internet.

I believe good researchers know exactly where they want to submit their research?

UGC, Indian Gov. decision as usual! (Full of loopholes). UGC approved List of Journals contains mostly Scopus and web of science. However, Indian Citation Index is also incorporated. Indian Citation Index may have many predatory publishing journals. Even one such journal of each field may spoil effectiveness of this action.

I believe Krishnan Umachandran's comments (above) show thought and greater understanding, whereas Ghanshyam Tejani's appears to relate to the ultra-theoretical world. It is backward looking when it argues that "even one such journal of a field may spoil effectiveness ... action." That is, nonsense! After all, a predatory today may not become one tomorrow -- that is, usually the march of science.

As per UGC notice, Scopus, Web of science, and Indian Citation Index would have equal value. If we allow one day publication category journals (predatory publishing journals) everyone will publish in such journals and will get equal benefit (in India). I have seen such attempts in the past.
