Am I uploading or downloading?

Until very recently, I "uploaded" items FROM my computer to the net. I "downloaded" things TO my computer from the net. Recently, I have seen these terms used the other way around! What's correct?

What I think is Dithiothreitol. As it is water-soluble and does not form a precipitate. But, the thing is it contains sulphur which is quite hazardous to aquatic animals.
