Should research articles be more thoroughly checked by the author(s) prior to submission to a publisher, and should the manuscripts be more critically reviewed for originality and for the accuracy of supporting information?

During my recent review of published articles I have noticed more and more incorrect or misleading supporting NMR data published by authors with insufficient understanding of spectroscopic principles and techniques. Some of these errors were apparently not detected by the reviewers and appeared in print; such inaccuracies detract from the overall quality of a publication.
