Should offering formative feedback in a university context be effective when graded or not graded?

I would like to get personal views or research evidence about the better approach in handling formative feedback in teaching a course and research undertaking. From the practical stand point, formative assessment is made to bring about improvement. In the course of addressing this target, should formative feedback be effective when graded or not graded?

The feedback must be graded even if the grades eventually do not affect final score: you need to provide valuable feedback to the students, and that means they should know if they perform well, great, or could be better. AT least you should provide the "grades" in some descriptive way, so that the students adjust their activities.
