I recommend to build a symmetrical Pt-Pt cell with standard DSSC electrolyte between the two identical electrodes and perform an EIS measurement.

By fitting an equivalent circuit to the EIS plot you can extract the charge transfer resistance at the interface CE-Electrolyte. The charge transfer resistance correlates with the chemical reactivity of the CE.

I have check out the mentioned citation, and I realized this is the Experimental nature of work, while I am working with modeling and simulation Using DFT, I was trying to model the chemical reactivity of the counter electrode, I will appreciate your cooperation if you add something related to this.

I think you have to describe thoroughly how the iodide reacts with the active layer to capture electrons from it and how it delivers these electrons to the counter electrode. You have to describe elaborately your electrochemical reactions at the electrodes. An other point is that the transfer of charges at the interface sees an an interface impedance because of the potential barrier at these interfaces.

From my point of view the transfer of charges at the counter elelctrodes must be of high speed not to affect the charge transfer in the whole cell. Only the transfer at active material can affect the transport. This is for good designed cells.
