Yes, designer should consider climate change when designing a building. Some of the Green Building rating systems such as LEED, address this issue . Also, look at the publication; Climate Change, the indoor Environment, and Health (2011) by the National Academy of Sciences. You can also look at the US Dept of Energy(DOE) Data Book (2009) which tracks trends in energy use. This informations relates to the increase in weather trends with the increase in energy useage.
