In these days , there are about 2716 scientific journals which have been NAAS rated. I want to know that should a scientist Publish research work only in high NAAS rated journals or disseminate his observations/ data amongst the scientific community in an open accessed e journals as well.

However, in my opinion, there is also an ethical issue to be taken into account, because by aiming at the few top journals in our field we are contributing to an unequal scientific communication system in which very few actors exert an important power over the rest. Nowadays the virtues of a contribution can be assessed by different means and on an individual level, which means that articles can be judged on the basis of their own merits in terms of citations (in Web of Science and Scopus but also in Google Scholar), downloads from repositories, and of the debates they originate on social media. It is not only the journal impact factor that matters. So please, choose open access journals as well to publish, and demand a rigorous peer review anywhere you might submit your research.

The most important thing in finding a journal for publication is that it will be one that is in your subject area, and that your subject area will match that of the journal, and in writing style too. It is also important that the publisher of the journal has a good reputation.Other considerations are minor.
I write to various magazines, even those that are not scored (but less frequently). I think it is important to share your work. But of course I would like to write to the most influential and highly rated dailies. Everything has its time, but above all you should do good research (important and good methodology) and write good texts. Together with experience and systematic work, our texts should be better and better. We're developing :-)
Primarily, it is the researchers’ quality work which makes the journal “ high impact”. Besides, the peer review is an essential component as it does play an important role in enhancing the overall research output. So one may choose high impact journals as well as open access journals to communicate one’s research findings as long as the journals follow editorial and peer review procedures. Since most of the journals are available online, if research is quality work, it will gain visibility, likes, shares, downloads and citations in no time.

It is very crucial to note that for any scientists in any part of the world, the scientific reputation is very important. So, it is important to publish research papers in high rank journals.
The scientist tries to publish in high-ranked places but he is not always able to publish in other journals, which are low-scoring or without points. It depends on the field in which it operates scientifically, how many scientific journals are scored in a given field and what are the requirements and limitations.

One should always prefer to publish research papers with journals having high impact factor or rating. Most of the journals are freely available online, and one can easily assess such journals.
If the research results have novelty in information, author needs to try to get it published in a journal having an efficient editorial board, group of knowledgeable reviewers and fairly quick in publication of the manuscript. Such publication brings lot of value to researchers'' scientific endeavours.
Both are important, but Journals having high impact factor or NAAS rating should be preferred, as one can easily access these journals and can read the work of his/ her interest anytime anywhere
