Talk with DHL or ARAMEX Office. they guide you with rules of transporting plants and seeds. my recommendation is DHL because they have good experience about transferring plants however its a little more expensive.
Legally, all plants or seeds send/bring to the U.S. are subjected to qualintine to avoid bringing in any crop pathogens. If the materials do not come in the way they request, they will destroy the seeds when it comes to customs.
