Can anyone please suggest a best opensource software for determining the seismicity parameters of a location for PSHA analysis.
Like N(Mo), b value, annual mean rate etc.
Can it be possible to find out seismic activity of a seismic zone through ZMAP tools.

Determining the seismicity parameters for a PSHA analysis at a site means that you are building the source hazard model, not a simple recipe. Some of the quantities you refer to can be obtained by ZMAP, I imagine you know and you are in search of some "more open source", i.e. software not working under Matlab licence. I suggest you the tutorial of OpenQuake (modeller's toolkit), https://github.com/GEMScienceTools/hmtk_docs/blob/master/hmtk_tutorial.pdf, by Pagani and coauthors. If instead of dealing only with an earthquake catalogue+area sources you are considering fault data too, I suggest you to have a look to two tools released in the frame of the activities of the European Seismological Commission Working Group Fault2SHA http://fault2sha.net/what/tools/, namely FISH and SHERIFS. There are also recorded "learning lectures" that can probably be of your interest.
