Seeking a hand from native speakers who are working in your field is a very good idea; however, I think that the best you can do is reading more and more articles in your field in order to build up a kind of potential in writing. 

I agree with dear Abdullah " the academic language is totally different from the spoken English". Every field has its own terminology, so you have to search for researchers in your field, who are good in english, not native english speakers who aren't in your field.

Writing critically is of great significance, Do not worry about how many times the paper has come back look in to the comments and take them one by one and fulfill the required answers.

A native speaker of English will not necessarily solve the problem. You  need somebody in your field of research who also  has knowledge in syntactic and semantic arrangements of words in English to help you.

Search or Reach to your targeted audience may not be fruitful through this way; you need to identify the "potential sample" and make a direct request to them.

The language would be different at different ends. i agree to the comment that you would have to directly connect with authors. one way could be to do a bit of more research on the expectations and guidelines of the journal you are sending your manuscript.

It is true that media can't replace a personal conversation (for the sake of trust) and ideally you should speak to an academic at a public event, conference, etc. 

Having your article edited or proofread as a paid service by professionals (science proofreading and editing services) is another option. Science publishers normally have a list of such service providers.

could well happen that the scientific articles published in international journals would be in your own language (... history!). And I do not think for the help in the wording of the article, you would require to be her co-author. Such co-authorship of a very dubious and does not decorate a real scientist.

I did not hurt when I say that it might be that international journals published articles would be in Arabic, Greek, Italian, German, French, Russian, Hindi, Chinese, Japanese, and other languages.

Today English is more spread over the globe, many are proficeint in the use of this language. Hence it is not mandatory that only Native speakers can support you in this search, but others too can.

I understand, the same has happened to me once, after I paied a fortune for English editing. However, you may use professional proofreading (WordsRu) or similar to improve your English ''readability''. WordsRu offers advanced editing and promisses even to improve the structure of your writing, not just grammar (more expensive service, of course). However, as Pallavi said, poor paper content/presentation is much bigger problem, that might make reviewers to emphasize English language issue. My experience, beeing a non-native speaker myself is, that reviewers are extremly supportive to non-native speakers as long as they can understand and see the value in our writing. However, I assume, that you do get you papers English edited by a good native speaker, before you send them to the journals for a review. All might not be good for your style of (English) writing and it happened to me already, that I had to use another editor, as the first has seriosly damaged my paper by what the call ''deep editing''.

Generally, I agree with some of the contributors who said that you should work on your own to improve your English. The same applies to the writing style - don't assume that someone will tell you how to write and you will adopt techniques in a day - the style of writing in any genre is something that characterizes both your thought patterns and your language fluency.

There are various aspects of communication. Above all, be sure not to underestimate like-mindedness - work (on language, editing, science) with people who share your ideas because in social sciences there might be many truths and one can easily quote just any research which is ''confirming'' what they already believe to be true; and readability, that is to communicate your ideas clearly to a wider audience. You may send your paper for feedback to someone who is not in your field/science and just ask whether the expressed ideas are clear and understandable.

Also, be realistic. Some journals may be too demanding and they may be willing to accept papers by authors who come from prestigious universities. The impact factor or reputation of the journal is not always your best choice. Take the time to explore journals and see how they develop over time - the types of articles published and the authors who submit there (regional or not, focus on one or more areas), online presence. Some may allow submission of papers presented at conferences but not published, some may offer some editing for free.

It is the first time that I see someone saying that some journals may be willing to accept papers by authors who come from prestigious universities. I am very much aware of advantage that a prestigious university brings in terms of (prestigious) employment, but I have never transferred this to academic publishing. Is there any evidence/research on this?

I see a very sound logic in this statement. It is similar to applying to top universities and programs/grant for whatever reason - there are many biases incl. race, nationality, gender, beauty, youth. It is not always the case but it is a trend. The most obvious reason is that they are afraid of their reputation being damaged. They don't trust lower levels or different backgrounds because there is a lack of knowledge (or probably a lack of time and funding to get to that knowledge) regarding the respective countries, systems of education, institutions, let alone the individuals in question which is the most important level of all.

Then, there is the other extreme - all papers of a conference being published without any editing and selectivity on the basis of quality.
