In our country or region there are scientific journals with a low impact factor. But sometimes we publish good articles in them in part to increase their visibility, also because we have sense of belonging and we want our own to be known. Would you publish your best articles in that type of magazine? What would be the main reason that would encourage you to publish in it?

I always have a number of international Higher Degree Students. While I discuss the usefulness (especially for academic career progression) for targeting journals that have a good Impact Factor and quartile ranking etc - many want to publish in journals from their home country. Where this is the case, I encourage them to do just that. The benefits for the students are:
1. They are often government-sponsored - and their sponsors prefer outcomes that are related to the local region.
2. The students often feel a 'cultural' and moral obligation to remain 'seated' in their country and to give back to sponsors, colleagues, family etc.
3. Many students intend to return to their country of origin and feel that it will serve their careers better.
4. The journals that are regionally-based are often doing a good job, within their means, and share reliant on 'native' contributors (especially if studying abroad) to ensure their continuing mission.
Dear I can publish in a low impact if it is open access with quality review process and when genuine as long as it can increase the visibility of the work.
Low or high impact factor for the the writings not only the criteria to judge efficiency of writings even not calculating IP achieved the great result.
Sincerely, to increase their visibility is not a better idea as a reason to publish with them. Some journals know what to do to increase their impact factors, among which are to be hosted by well known publishers and index their papers in excellent databases including PUBMED, PMC, SCOPUS/EMBASE, Web of Science (ISI) etc.
If you drop an excellent study in a poorly indexed journal then both of you may not be cited. Some journals request citing papers from the databases above. You dont help something that knows what to do to get known but not willing to help itself!
I agree with @ Kamoru. Most of these local journals are not indexed in well-known databases. Hence, publishing with them is just to increase quantity and not quality.
