You could search the American library Association site (ALA) or the International federation of library associations (IFLA) for more information on scholarships in LIS.
This is how I got phd offer and funding: Maybe, it could work for you.
1. Build a competitive proposal for PhD.
2. Found the list of the scholars doing research on your topic(s)/field(s). My field was knowledge management. The list of Google Scholar gives you the profile of the people arranged by the descending order of H and I indices.
3. Send each and every professor an email having attached your proposal and CV. Ask them for funding and scholarship opportunities.
The USA universities do not require you to seek a supervisor first before admission. So this method will not work for admission in USA universities.
