SCH-23390 solution at ~pH 7?

I've been trying to make a 7 mM solution of SCH-23390.HCl to be injected in the brain. Every attempt to regulate the pH after dissolving in water has made the drug precipitate (I've tried ACSF and phosphate bufffer). Would anyone have any recommendations? I haven't tried dissolving first in DMSO, but I'm afraid the same would happen... Any help would be very appreciated.
