These leading publishers use software such as iThenticate or Turnitin. The maximum criteria is matching any three words in a sentence at the same place to existing literature. Those three words may be continuous or located at different places in a sentence but matching to the same position in a published literature.

I think these rules vary. Usually yes 4 consecutive word count as plagiarism in normal practice but again, it varies.
