I have read some articles recently published in some Journals, and I found it doesn't include any research hypothesis or research questions. One of them only has a comparison between the three software and suggests some criteria to choose among them. My question is, can we consider such articles as a scientific research
Mohammad - this happens quite often. It's part of the critical appraisal of all studies. The reader has to decide to what extent the exclusion of a clear question/hypotheses affects the quality of the whole article/study. It may be that the question is in there - but it is not explicit i.e. perhaps the keywords in the title. The study may state a broad introduction aim instead. Somewhere, there has to be at least a reasonable clue as to the main aim/objective of the study - and the conclusion to reflect the extent to which that has been achieved. Without that, as a minimum, the study is questionable. One hopes that such omissions are picked up in the reviewing stages.

The origins of approaches to research including hypothesis development are come from multiple sources.
Remember that there are a set of phrases that reflect similar meanings in research study design:

I agree with you that many phrases could be used in the same meaning in research design. But the research I mentioned here has only comparison and evaluating between three software products.
Mohammad - Formulation of hypothesis is not necessarily required in qualitative research as the same can be generated during or after the research. Also the fact finding historical studies does not require a hypothesis. The purpose of case studies is to generate hypotheses.
Yes, in quantitative research, hypothesis is mostly used to prove or disprove a thing and statistical tests are used.
Great question Dr. Based on the scenario you've mentioned, I think the main research question could be how to select the appropriate software besed on the different criteria. I wrote similar review paper to compare 6 or 7 scaling Agile frameworks and the result would assist agilists to select the appropriate scaling Agile method or framework based on different criteria.
