To overcome SARS-CoV2 spreading, I think more researchers should start works against this virus beyond their specialties. To do this, we should overcome the bio-safety issue. On such way will be to create a replication-deficient SARS-CoV2 plasmid vector-based packaging system which we usually use as a host-vector system in case of lentivirus. I really appreciate it if someone kindly advises me on how to construct such a replication-deficient SARS-CoV2 plasmid vector-based packaging system to reduce bio-safety levels.

In this paper they have made a recombinant SARS-CoV-2. I wonder could they mutate the replication parts away so you just transfect and harvest virus?
I'm not a specialist in virology, but don't they utilize host's replication complex?
In the paper above It appears they've converted all the viral elements onto one piece of cDNA. You get that into a cell, the cell makes mRNA from it, and then that mRNA works just like the mRNA delivered by the real virus. So of course this uses the host's own translation machinery after that.
A few mutations, or more safely a lot of them, would make the virsu non-replicative,
