I want to know about the number of SMEs in Chinese Cities, so that I can justify sample size in my paper. For instance, I found the following Information and need new information. Please
"To the end of 2009, more than 300-thousand SMEs were registered and operating in Beijing. The number of SMEs is over 99% of the total number of all the enterprises of Beijing, and their employees occupy over 80% of Beijing. In Shanghai totally 337.5-thousand SMEs were incorporated as legal person, occupying 99.52% of the total number of legal person enterprises of Shanghai. Totally 7.885-million employees are working in SMEs of Shanghai".
I have been working on Chinese SMEs' failure. It during this process that I found out about estimated SMEs. Here it goes: about 12 million SMEs exist in one year, and some 50% fail. It means that there are new comers that replace the old ones. It is a large number.
Regarding the precise data, it is a dilemma. As a researcher, you must have the correct figure; as a researcher with limited resources, you will have no access to the real data. It is costly and sometimes incomplete. Thus, focus on a province or two.

Sorry this is a question regarding your question. What definition of SMEs are you using? Most definitions include enterprises with no employees (nonemploying enterprises) which account for a majority of all enterprises in many countries (Australia, Canada, etc) but by definition nonemploying enterprises account for zero percentage of small and medium-sized enterprises' contribution to total employment (number of employees employed by SMEs / number of employees employed by all employing enterprises).
You are right, the definitions of SMEs vary. Generally accepted definition in European countries is "Venture where less than 500 employees are working" because financial information are not available for most cases. In China, the same definition is applicable, however, some Chinese organizations have suggested SMEs as firms where "2000 employees" are working but this is used very rare in research.
