I think the CEFR descriptor scales are very helpful in designing the Learning Outcomes in Asian Countries. Aligning the existing LOs for learning and teaching of English for an Outcome Based Education with the CEFR (Common European Framework of References) can ensure accountability and help measuring whether the learners are achieving the desired goals after the completion of a particular program.
