Dear friends here in the discussion, I am interested to know can ArcGis help to know the river water flows at the time of interest and can it show the snow melt progress through out the year. If it does then I request to send me the manual and link to learn it myself.
There is no inbuilt command for this. You may create a simulation model by using ArcGIS simulation module
By Arc GIS, you can detect changes in snow cover (if data is available). As I know, you can detect one map at one specific time and there is no method to convert snow to river flow.

However, you can use GIS to produce a dynamic map. it may be helpful for you. I attached some photos to explain you.
if you have data of snow covers during the time, you may produce this kind of dynamic map.
