Really i'm confused many published papers here which are considérable cited but not recommended , In my opinion if a paper cited more than 2 times it should be at least to be recommended , Really am a begineer for those things and i don't know what are the creterions which have been used by researchers to recomond any research here in any area ?
Recommendation is to read the whole article favorably for content and conclusions. Citation is more specific to one part of a publication, maybe a method, some data, or a conclusion, maybe favorably but not always.

In order to get the paper recommended, somebody has to find it first and read it to see if you consider it a successful paper. He/she will be knowledgeable in the same subject before recommending it. Furthermore, if he/she thinks the ideas can be incorporated into a subsequent publication, then the paper can be cited in the new paper.
These two different tasks may not be carried out by the same people. There are two distinct operations here, not connected. A citation is given for one reason, a recommendation for another.
Generally, who recommend your work are not very close to your specialty, maybe they have another point of view, they see your work on another angle, etc..
Among these people, there are probably someones in your specialty, it takes time to deeply reed your paper, to write similar one, to cite you, to submit, to be in reviewer, etc, until issuing, ....
I cite paper because i used some thing from it and also i am working with same area

If I recommend a paper or a question and answer, it means that I just liked this. Nothing more. Maybe I am wrong, but the scope of my interests is slightly wider than my professional sphere. At the same time, sometimes in my articles I have to cite some articles that I do not actively like, but according to the rules of scientific correctness, I should to cite them. It is simple: I cite what I fully understand (whether I like it or not), and recommend what is beyond of my full knowledge. Therefore, mistakes are possible, as in any form of human activity.
