I think you should not give up on your manuscript, especially if you have submitted and paid. You spend a lot of time preparing your manuscript and also money.
The same is happening to me. I submitted my manuscript to this journal and I received an acceptance letter and certificates of publication but the said published manuscript is no where in the ijisrt website.
