I doubt that this book and its accompanying “Problems and Solution” book exist in an electronic format. And if it did, I don’t think it is going to be distributed for free. Such a text book requires substantial work to generate, and giving it away for free would be unsupportive of the author and publisher. However, if you are a professor who is going to teach a course using this book, you can contact the publisher and request a free copy - usually this requires you to provide some proof towards of that intention. Some publishers will do this, while others may not. Alternatively, you might look for used copy on Amazon.
