You may need to triturate  this jelly-like transparent pellet several times with cold ethanol followed by remove ethanol under reduced pressure and repeat this thing using pet. ether 40-60 0C.

The use of a SpeedVac for polysaccharides is not advisable, the heat combined with relatively slow evaporation of ethanol can cause irreversible aggregation i.e. the jelly like substance you refer to. We use a freeze-dryer i.e. lyophilise samples suspended/dissolved in a small volume of distilled water and frozen at -80 degrees Celsius, and generally have no problems. best wishes.
