Are there any publications on natural hazards in Central Asia available which are not published by UN institutions ? Does somebody have some detailed information on landslides and mudflow impacts ? And maybe some official document on the impacts of climate change in Central Asia ?
Yes, lots! Look up the publications of Aldar P. Gorbunov, and publications by the Chinese. You may need Russian and Chinese to read all the papers. Also look up those by N.Sharku from Mongolia. You should be able to build a bibliography from these sources. However, also look through the past Proceedings of International Permafrost Conferences. These include a lot of papers on this subject.

You are welcome. I am not sure about their study on mudflows and landslides in the mining areas like Min-Kush or Yangiabad. As I know, they used RS techniques to detect landslides.
I have an experience to study landslide in the mining area (Caucasus mountains) using RS. I will be glad to share my knowledge about study of a landslide in the mining area if you need.

As mentioned earlier in this thread, you should look into work by Hans-Balder Havenith. Alexander Strom (https://www.researchgate.net/profile/Alexander_Strom2) has also done a lot in this field. I believe both researchers have done work with the UN as well as separate from the UN.
Evans et al. (2009: Eng. Geol., 109: 195-212) provide details on landslides triggered by the 1949 Khait earthquake (Central Tajikistan).
Additionally, several papers in recent landslide meetings (e.g. 2012 International Symposium on Earthquake-Induced Landslides; 2011 and 2014 World landslide Forum) include post-event studies of landslides in Central Asia, particularly Kyrgyzstan. Many of these can be viewed freely through Google Books.
