First of all define a topic and viewer, choose the comment style and broad interest, search in literature very well, and write down critical issues as you read, be consistent and objective, find a logical structure, benefit from feedback, add your own research and, keep up to date, but use also good old works.
In my opinion, a review must not only draw a structured, balanced and exhaustive landscape on a given theme, but must also expose the issues raised and not treated. It must propose possible future ways of investigation at the frontier of what has already been done (if possible and reliable, by proposing an adaptation of methods from other disciplines.

Levent Bat Kudos! You have precisely given the worthy tips. Adding little more, a review is not just a personal-mortivated agendum, rather, it must unveil a knowledge gap by xraying some information which when studied further could proffer answers in details to unaddressed questions. In other words, a good review must extensively dig up many opinions in the literature, ride on them to filter out the missing segement to focus on an idea which may be vital to solving partly neglected or unaddresed questions, logically in a convergent manner.
