A wireless network with massive number of devices has some priority based resource allocation (grant-based or controlled access) algorithm managed by an access point (AP). However, initially to access the AP, all the devices use random access. The successful (and lucky) devices are the candidate to be either allocated with channel or dropped by the AP, according to their priority. Now the question: is it feasible to replace the plain random access mechanism with a priority based random access ensuring long term fairness (at least to some extent)?
Your problem statement hints towards the existence of several solutions, along the way you have asked the question.
You could try a token-based approach, easy to simulate:

You have n players wanting access at every time t.
At the beginning of the phase of game [t, T], you give each player P a number of tokens tok(P). Since this is the starting value at time t, call it tok(P,t). After using tokens between t and s, before "playing" at time s, player P has tok(P,s) tokens left.
To gain access at time s in [t, T], player P either consumes a token, so that tok(P,s+1)=tok(P,s)-1, or he does not then tok)P,s+1)=tok(P,s).
After some time, tokens are consumed, and priorities have been fair, because you have encapsulated priority (different levels of starting token endowment) and fairness (everyone has a finite number of tokens).
After a few simulation, you get the endowment tok(P,t) right...
It should be possible to put all this in a neural network...

The fairness step could be to give access to anyone (random) without any priority ordering.
The priority step only gets the top priority through.

Define two service queues:
-priority
-anyone
The experience at airports is that after a while, everyone with priority has been served, and hence anyone can use this resource (priority service queue).

So do you suggest that there is no problem to have both schemes work together. My major concern is to justify the grant based scheme in the presence of priority based random access scheme (no matter which mechanism is used). The only justification I can think of is that despite being granted access initially using random access, there might still not be enough resources, which will be managed by the AP using some resource allocation mechanism.
