I have written an article with great effort, but no matter how hard I try to publish it in a journal, I get rejected due to the outdated topic. I wanted to know if it's okay to print it as a preprint?
I know that all of the statistics and data are correct in the article.
Ithenticate detect only 14% plagiarism in the manuscript but the main issue is the outdated topic.
Is it ethical to preprint an article that is rejected from several journals?
If i have lots of preprint does it make my CV look low quality?

The timeliness of the topic does affect whether a journal accepts an article. You can put it on a preprint platform like research square, and I don't think there is anything wrong with that. It won't have any impact on your reputation.

I think like one of the replies of the previous discussion.
In the time that science is growing at a really fast speed, Preprints could help us to grow with the science pace. If the screening and peer review phase goes in a reasonable time, at least you need 2 months to publish a study.
Moreover, many journals use reviewers with little expertise to reach the least time for the review making the peer review process low quality. Researchers who want to use the data of a preprint sometimes are more qualified than the reviewers of the journals. Furthermore, I think that anyone who seeks to use a paper in the research should evaluate the paper before citing it.
Preprints are more economical than the published papers. This is very important for people like me who live in developing countries.
It repeated many times that my projects were accepted by reviewers and associated editors but they were rejected by the editorial-in-chief for some reasons like "journal scope". At least in such cases, using preprints could save me time and make my projects more available for the readers.
In another hand, developing countries don't have enough resources to compete with world powers in research. As a result, the titles of the articles in such countries are outdated and can not get enough attention from the journals or readers. but, these data could have a good impact in the era of big data. Preprints could help make these data available to anyone who needs them.

Answers to your specific queries are as follows:
Sharing any article/research material as a Preprint presumes that the article is submitted for publishing later. It is typical for publishers to decline papers on outdated topics. Sharing these papers as preprints on RG or any other preprint/draft server is ok.
No ethics are involved in this action.
To comment on the quality of your CV, having many preprints is the prerogative of the assessor. It will vary from person to person. CV having a fair mix of published papers and preprints would generally be acceptable to many.

I would suggest trying to publish in F1000Research. It is an open-access journal that publishes every article before peer-review. Once it is published, the article is indexed in Google Scholar, and then they search for peer reviewers. The process is very open, so you and everybody can see who the peer reviewers are, and what are their comments (and your responses).
Although it is already published, once both peer reviewers agree in "accepting" a version, then your article gets to be indexed in Pubmed and Scopus. I think it is a great way of handling the editorial process, very transparent, and you won't have the problem you are describing.
For example, in this manuscript (https://f1000research.com/articles/9-120) the first reviewer approved the initial version, and the second had some comments that led to a second version, which was the one finally approved to be indexed. You can see who the reviewers were, and what were their comments about.
