Illegal immigration has raised a concern of spreading the virus. Would you think illegal entries of people fleeing their countries to avoid the Covid-19 pandemic or repatriates may also pose a risk of spreading the disease?
In theory fleeing persons (refugees) carrying the virus that are entering undetected over a green (land) or blue (sea) border could spread the virus.
But much more likely is it entering it into a country by help of legal passengers.
The habit of measuring / testing the body temperature is useless, because there may be 10,000 causes for fever in a human...
And symptoms may show as late as 10 or 12 days after infection. And SARS-CoV-2 is a very vicious virus which sometimes does not show symptoms at all...
So: it is way more likely to introduce/spread it by normal travels of humans... And that is how it has happened to my knowledge...

I am writing to you from Amazonas, Peru. When Lockdown started 2 and a half months ago we had 0 cases, now there are more than 400. The main reason: The illegal and unregistered movement of people that has produced several local clusters in previous uninfected areas. I think the problem is that when you enter an area or country illegally, you do it without the authorities realizing it and therefore cannot impose quarantines when necessary.
