Your specimen is Tephritis hurvitzi (Diptera: Tephritidae). Please check this paper by Murat Kutuk: the Genus Tephritis Latreille, 1804 (Diptera: Tephritidae) with a Key to the Species of Tephritis in Turkey http://dergipark.ulakbim.gov.tr/tbtkzoology/article/view/5000027144

Can not understand how I answer to specific comments, a particular specialist?
For Nikolai Yunakov: it is very difficult, you know. Send material to Ukraine impossible.
For Sri Nuraminah: we collected the fly to Ambrosia artenisifolia. We thought that it Euaresta bella, which is specially was brought to Europe in the last century for the biological control of Ambrosia artenisifolia. But our specimens were not similar to the flies image, which we found in internente.
(I hope that the I write accessibly, I do not speak English and the use of an automatic translation)
Thank you for the nice comments. To identify a species is not necessary to be a specialist in a particular insect group to correctly identify a species. The important thing is the interest and willingness of people to help other colleagues in identifying a species using taxonomic keys correctly . In my case I am an entomologist specialized in taxonomy and systematics of Lepidoptera and Coleoptera, but experience in the classification of insects for many years allows me to identify species in other orders.
Don't worry about your English. It's amazing how much the new breed of translators can do!. It's like in Star Trek, where they have a universal translator. We don't have them for many greatly-used languages yet though.
